AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has reported, raising alarms about a possible risk to democracy just eight days before the country’s general election.
Testing Reveals Consistent Bias in AI Suggestions
The four chatbots evaluated by the AP “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the regulator noted in a analysis released ahead of the 29 October election.
For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query precisely aligns with the positions of these parties, the report pointed out.
Authority Figure Cautions Against Using AI Chatbots for Election Advice
The vice-chair of the AP, Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their political views, she added.
“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and hard to confirm.”
Election Context and Political Landscape
The Dutch head to the polls on 29 October in an election that will be keenly observed around Europe for the performance of the Freedom party.
The far-right party of Wilders is leading the polls but the gap to the left-wing and centre-right parties appears to be narrowing, with numerous electors still undecided.
Every significant political faction have ruled out an alliance with the Freedom party, meaning the party that comes second is highly probable to supply the future head of government.
Unintentional Bias Linked to AI Operation
The AP stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
